What is wrong with this dog?

He is 14 week old, I just got him yesterday and he is a chihuahua. He will not come, walk on a leash, he doesn't even bark! What am I to do? I got him as a gift for my fiance and he isn't showing any affection. He is also scratching his ear like crazy, it won't stand up it just flops over. :( what am I to do? He just sits there. I have another chihuahua, and she was and still is very hyper and energetic.... mmmm he is not what i expected.
