He tells me I'm special to him, but he doesn't make me feel that way!?

I'll make this as anonymous and impersonal as possible, but I have a guy best friend who's practically like a brother to me. We connected instantly, becoming close in approximately a week mostly because we both have relatives from a certain favorable country. Here is where things get complicated: He has a girlfriend (whos not I), and yet friends from his and my side believe we are perfect for each other and that we like each other. Trust me, I want him as only a brother, and NOT a boyfriend /: His girlfriend used to be jealous because both he and she think I'm too perfect in their eyes. But then I talked to her and she and I hang out as friends now(: The thing is, now that things are cool between her and me, my best guy friend now thinks it's okay to just be with his girlfriend 24/7 and completely ignore my texts until a few days later near midnight, when he'd text back for only ten minutes then fall asleep. Everytime I ask him to hang out, he'd tell me he would be with his girlfriend the whole day that day. He tells me he really wants to see me over the summer, but he doesn't even try to clear his plans for me. He apologizes five times a day for being so ignorant, but afterwards tells me he had so much fun with his girlfriend. He tells me I'm special, but he doesn't pay any attention to me until his girlfriend is gone. We're not that close anymore, and I don't blame him for being in love, but he needs to stop telling me all these things if it's just going to hurt me later :( He forgot about me, right? What do you think this means? What should I text him when his girlfriend has free access to his phone everyday? What should I do? Please help; I'm so lost :((
