How do you become an exchange student not a foreign just an exchange?

I don't want to go to other countries I just want to go somewhere else in the US. Are there any programs that do that? I'm already in the US and I want to go to another state not to another country. I want to be an exchange student not a foreign exchange so are there any programs for that? For high school education
